6 West Palm Beach Fishing Club During their annual gala last year, The Billfish Foundation (TBF) presented it’s prestigious Rybovich Lifetime Conservation Awards to, not one, but two very distinguished longtime members of the West Palm Beach Fish- ing Club (WPBFC): Captain Randolph “Bouncer” Smith of Miami and John W. Jolley, Jr. of Boynton Beach. The Award is named in honor of the late John Rybovich, a pioneer in billfish conservation, sportfishing vessel design and a past president of the WPBFC. Captain Bouncer Smith, who fishes aboard Bouncer’s Dusky, a 33’ Dusky center console boat, was honored for decades of support for billfish conservation and providing a voice on the docks for responsible sportfishing techniques and practices. Bouncer leads by example through release of all his billfish, tagging most of them, which advances billfish science. Bouncer began fishing in Michigan. On family vacations to Miami he soon learned how to catch and rig his own ballyhoo for sailfishing. He moved to South Florida in 1957 and began working on drift boats, becoming a licensed captain in 1968. He fished out of Islamorada for a while, then came to Fort Lauderdale, where he brought kite fishing to popular use and promoted the use downriggers. In 1978 he began fishing his Dusky and proved to be a leader in the development of light-tackle angling techniques. He has guided many anglers to world records and has been recognized by many organi- zations for his commitment to fish conservation and advancing innovative fishing techniques and good sportsmanship. Bouncer is a long-term member of TBF and has deployed over one thousand TBF tags, as well as, had dozens of recaptures. John W. Jolley, Jr. was honored for decades of support for sound fishery science and science-based solutions to management chal- lenges. John’s early career as a biologist for the State of Florida’s Department of Natural Resources Marine Research Laboratory provided him with an excellent foundation for serving on the Sci- entific and Statistical Committee for the Gulf of Mexico Fishery Management Council, as a scientific advisor to the Atlantic States Marine Fisheries Commission and as a member of the South Atlantic Fishery Management Council. John has been a member of the WPBFC for 47 years, serving as president for 30 years and today serves as the club’s Science Advisor. Like Bouncer, John is an avid billfisherman and long-term TBF member. “Both of these individuals have done so much to help our sport and done it so selflessly. I am really happy that a lifetime of such sincere effort has been recognized,” said longtime WPBFC member and avid billfish angler Nick Smith. Bouncer Smith (c) Congratulations to WPBFC member Mike Kennedy (Ranger Construction) of Stuart who was recently re-appointed President of the Marine Industries Association of Palm Beach County (MIAPBC). Mike has been an active Fishing Club member for over 26 years and also plays a leadership role in the Coastal Conservation Association of Florida. Other WPBFC members serving on the MIAPBC Board are Mike Samuels (Vi- king), Martin Murphy, Jr. (Murray Logan Construction), Kendall Cheatham (Palmdale Oil Company) and Lou Daniello (Barnacle Busters). The Fishing Club and the MIAPBC have shared a close relationship for decades. In fact, the MIAPBC once had its head- quarters inside the WPBFC for a period of time. The MIAPBC continues to be the presenting sponsor our annual Kid’s Fishing Day program and the Palm Beach County KDW Classic. The MIAPBC is a not-for-profit organization created to promote and protect the sound growth of the marine industry in Palm Beach County for the benefit and education of its members, the community, and the environment.
